The 2022 Finance Act was published in the Journal Officiel of 31 December 2021.
Here are some provisions worth noting in the field of real estate.
(1) Mortgage loans
Banks must follow the rules laid down by the Haut Conseil de Stabilité Financière (French High Council for Financial Stability).
The term of the loan may not exceed 25 years.
The debt-to-income ratio is capped at 35%.
The PTZ (zero-interest loan) and Eco-PTZ (zero-interest eco-loan) schemes are extended until 31 December 2023.
The PTZ is available to first-time buyers purchasing their main residence (subject to income conditions).
The Eco-PTZ is intended for individuals who wish to improve the heating or insulation of their home. The ceiling of the "overall energy performance" Eco-PTZ is raised to 50,000 euros where the works take a home out of the "energy sieve" category and achieve an energy saving of at least 35%. The repayment period increases from 15 to 20 years. From 1 July 2022, the Eco-PTZ can be combined with the "Ma Prime Rénov'" scheme, and applications will be simplified accordingly.
(2) Rental investment
For agreements signed with the ANAH (national housing agency) from 1 March 2022, the Cosse "Louer Abordable" scheme (letting as a main residence under an agreement entered into with the ANAH, in areas of high housing demand) becomes a tax reduction. It will apply until 31 December 2024. The tax reduction depends on the rent discount applied and may reach 65%.
The "Censi-Bouvard" scheme (purchase of a new or renovated home within serviced residences for students or healthcare establishments, to be let furnished), which gives entitlement to a tax reduction, is extended until 31 December 2022.
The "Denormandie" scheme (purchase, with a view to letting, of older homes undergoing improvement works or of premises being converted into housing), which also gives entitlement to a tax reduction, is extended until 31 December 2023.
